Hoyt Volker

Hoyt Volker is a ruthless South African crime lord who runs a massive human trafficking and drug operation across the Rook Islands. He commands the Privateers, a disciplined army of mercenaries, and is arguably far more dangerous than Vaas — who is actually his subordinate. Hoyt enforces brutal loyalty through fear, executing anyone he suspects of disloyalty. Jason Brody infiltrates his organization undercover and ultimately confronts him in a memorable poker game that escalates into a knife fight.
